Dr. Garrett has built a practice where all the components of state-of-the-art eye care are housed in one convenient facility. This means you need look no further: whether you need eyeglasses or contact lenses, medical or surgical care for eye disease, or advanced refractive surgical procedures, Virginia Beach Eye Center is here for you.
We have an excellent, experienced staff with all eye care professionals represented, including board certified ophthalmologists, optometrists and opticians, certified ophthalmic medical technologists and technicians, registered nurses and certified registered nurse anesthetists.
Our facility is the first state-licensed, Medicare-certified and AAAHC accredited institution devoted exclusively to eye surgery in southeastern Virginia.
Typically eye surgery patients must travel to another facility to have their surgery or, if it is done in-office, the facility is not licensed, certified or accredited by an outside agency or government. Virginia Beach Eye Center patients have the best of both worlds.

Our laser and surgery center was specifically designed and built for eye surgery from the ground up with strict control of temperature, humidity and air quality to optimize surgical results.

Dr. Garrett has personally performed thousands of microsurgical, refractive and laser procedures and has been performing refractive surgery since the early days of these procedures, including radial and astigmatic keratectomy (RK). He was instrumental in bringing the first excimer laser (used in PRK and LASIK) to Hampton Roads, bringing together 23 ophthalmologists and six area hospitals (no easy task) to create the Laser Optic Center where the first laser vision correction procedures were performed and where he served as the first medical director. Dr. Garrett is currently performing advanced cataract surgery, NuSite™ Advanced Surface Ablation, Lasik, Refractive Lens Exchange, Crystalens AO™ and Visian ICL implants. He also performs multiple types of laser procedures for glaucoma including the newest type: ECP (Endoscopic Cyclophotocoagulation) which is frequently performed with cataract surgery and often results in less dependence on glaucoma drops. He also performs eyelid plastic surgery and retinal laser procedures for diabetic eye disease and retinal tears.
Dr. Kramarevsky has years of experience in cataract and anterior segment surgery and was fellowship-trained in corneal disease and transplant surgery at the prestigious University of Minnesota Ophthalmology Department by some of America's best and most highly regarded corneal surgeons. She performs full thickness corneal transplants and also now performs the newer partial thickness transplants known as DSEK (Descemet's Stripping Endothelial Keratoplasty) which offers less invasive surgery through smaller incisions with faster recovery and visual rehabilitation.
Dr. Jeevan has years of experience in primary care optometry, including expert contact lens fitting and insuring your eyes are healthy. He is very good at listening to your vision requirements and suggesting the best ways to fulfill your needs with the appropriate technology. He works closely with our optical department, ophthalmic technicians and contact lens instructors to ensure you have a great vision experience.
